What this document is

This is the Board of Investment (BOI) application for qualification endorsement in the "High-Skilled Professional" category of the Long-Term Resident (LTR) visa programme. BOI checks whether the applicant meets the category criteria; only after the endorsement can the LTR visa itself be obtained.

The form is in English and has several parts: A — personal information, B — expertise, C — the employer’s business, D — personal income (private employers only), F — means of medical expense, plus the work permit section (company, job, reference person, travel into Thailand).

Who files it

A foreign specialist employed by a company, higher education or research institution, or a government agency in Thailand in a targeted industry. The form branches by employer type: for a private company or private institution Parts D, F and the work permit section are completed; for a government or state-owned agency — Part F and the work permit section.

Conditions printed on the form

  • private employer: personal income of at least 80,000 USD a year over the past 2 years, or at least 40,000 USD a year together with a master’s degree or higher in science and technology, high skills relevant to the job, or retirement with expertise in science and technology;
  • medical cover (one of three): health insurance of more than 50,000 USD with at least 10 months remaining, social security benefits, or a deposit of at least 100,000 USD held for at least 12 months;
  • for a private company, the required documents list evidence of at least 5 years of work in the related field within the past 10 years.

Documents to attach (per the BOI checklist)

  • passport copies (data page and pages with Thai visa stamps), photo 3×4 cm;
  • health insurance policy, proof of social security or a bank deposit — whichever option is chosen;
  • CV, evidence of previous employment, evidence of qualification (diplomas, publications, certificates);
  • employment certificate or contract signed by an authorised person of the employer, company profile;
  • evidence of income: tax returns for the past 2 years and a bank statement for the current year (private employer);
  • form WP.46 (employment certificate for the work permit) signed by the company; other documents on a case-by-case basis.

Fees and processing times are not stated on the form — check them with BOI.

No. According to the form, applicants employed by a government or state-owned agency complete Part F and the work permit section; Part D is for private employers.
