What this document is
The “Application for Qualification Endorsement for Wealthy Pensioner” is the Board of Investment (BOI) form for the Wealthy Pensioner category of Thailand’s Long-Term Resident (LTR) visa programme. BOI first checks that the applicant meets the category requirements (endorses the qualifications); after that the LTR visa itself is obtained from Immigration with form TM.94. The form is in English, six pages, and is published on the official LTR programme website.
Who files it and where
- a foreign retiree who receives a pension and/or fixed income and wants to live in Thailand on an LTR visa;
- the form offers two income levels: at least 80,000 USD a year, or from 40,000 to below 80,000 USD a year — in the second case the applicant must also hold an investment in Thailand (Thai government bonds, a direct investment in a company, or real estate);
- other programme conditions (minimum age, minimum investment amount and so on) are set by BOI and may change — check the current criteria on ltr.boi.go.th;
- the application is submitted to BOI through the LTR programme website; the One Stop Service Center for Visa and Work Permit in Bangkok handles LTR cases. Confirm the submission channel for your case with BOI.
What the form asks for
- Part A — personal details: name as in the passport, nationality, date and place of birth, sex, marital status, passport details, home address and address in Thailand, contacts, spouse and children, education, occupation, contact person in Thailand;
- Part B — income in the current year: pension income and other fixed income in USD with the total, plus the type of investment in Thailand;
- Part C — details of the investment: bonds, the company you invested in, real estate, total in THB and USD;
- Part D — how medical expenses are covered: health insurance above 50,000 USD, social security benefits, or a deposit of at least 100,000 USD held for at least 12 months;
- work permit section (only if you plan to work in Thailand): company, directors, your job, contract term, reference person; Part H — current visa and last entry;
- a checklist of attached documents and four confirmations. There is no signature line on the form.
Documents listed on the form
- copy of the valid passport (first page and all pages with Thai visa stamps);
- health insurance with at least 50,000 USD coverage (may be submitted later, before the notification letter), or evidence of social security benefits, or evidence of a deposit of at least 100,000 USD held for at least 12 months;
- evidence of income in the current year, e.g. pension;
- if applicable: Thai government bond in the applicant’s name, shareholder list (not older than 3 months), SEC securities business licence (venture company), condominium ownership certificate and sale and purchase agreement;

According to the form, processing takes about 30 working days when the file is complete. Fees and the exact document list may change — check ltr.boi.go.th or BOI in advance. Documents not in English need a certified translation.
