What this document is

The power of attorney (หนังสือมอบอำนาจ) is the Department of Land Transport’s own form (DLT, กรมการขนส่งทางบก). With it an attorney (ผู้รับมอบอำนาจ) files applications and collects documents at the DLT for the principal (ผู้มอบอำนาจ): vehicle registration, transfer, annual tax, duplicates, changes to the registration, driving licence matters.

The form is one page in Thai; the back has seven warnings. If the principal signs for a company, there are lines for the company name and office address.

Who fills it in

  • the principal — the vehicle owner, the licence holder or the authorised director of the owning company;
  • the attorney — the person who goes to the DLT; he or she cannot delegate the powers further;
  • two witnesses sign at the bottom; the principal and the attorney sign in their presence.

What the form asks for

  • place and date (Buddhist Era year, พ.ศ.);
  • name, age, race (เชื้อชาติ), nationality and address of the principal; for a company — its name, office address and phone;
  • name, age, race, nationality and address of the attorney;
  • up to four lines of powers — what exactly the attorney does at the DLT;
  • number, issue date and expiry date of the principal’s ID document;
  • signatures of the principal, the attorney and two witnesses — by hand.

Key rules from the back of the form

  • every vehicle-registration matter handled without the owner needs a separate power of attorney, not a note in the application;
  • the principal is responsible for everything the attorney does within the powers;
  • a copy of the principal’s ID document is attached (for a foreigner usually the passport);
  • erasures, crossings-out or corrections in essential parts make the power of attorney invalid;
  • a duty stamp (อากรแสตมป์) is affixed in the box at the top right.

The stamp amount, any extra documents (for example a residence certificate for a foreigner) and processing times are not on the form — check with the DLT office the attorney will visit.

What is this power of attorney for?

So that another person can handle a matter at the Department of Land Transport for you: register or transfer a vehicle, pay the tax, get a duplicate or deal with a driving licence.

Can one power of attorney cover several actions?

The form has four lines of powers, so several actions for one vehicle can be listed. The warning on the back requires a power of attorney separate from the application for each registration matter — if in doubt, ask the DLT office.

Can a foreigner be the principal or the attorney?

The form does not restrict nationality. A foreigner usually attaches a passport copy, and the DLT may ask for a residence certificate.

Are witnesses required?

Yes. The principal and the attorney sign before two witnesses, who sign at the bottom of the form.

Can I correct a mistake by hand?

No. Erasures or corrections in essential parts make the power of attorney invalid — fill in a new form instead.
