What this document is

Form T.D. 21 (ท.ด.21) is the standard power of attorney of the Department of Lands of Thailand (กรมที่ดิน). This version has the subject “buy land” (ซื้อที่ดิน) printed: the grantor — the buyer — authorises an attorney to buy the land plot described at the top of the form from the named seller at the stated price and to make statements to the land officer until the transaction is completed.

The form is one page in Thai. It identifies the plot by its title deed (โฉนดที่ดิน): map sheet, land number, survey page, deed number and location.

Who fills it in and where it is used

  • the grantor (ผู้มอบอำนาจ) — the buyer who cannot attend the Land Office in person;
  • the attorney (ผู้รับมอบอำนาจ) — the person who will register the purchase on the buyer's behalf;
  • the form is handed in at the Land Office (สำนักงานที่ดิน) responsible for the plot;
  • if the attorney is the seller or acts for the seller, the form requires an extra consent sentence (see the remark box on the form).
  • Thai law generally restricts land ownership by foreign nationals; check eligibility with the Land Office before relying on this form.

What the form asks for

  • title deed details of the plot and its sub-district, district and province;
  • place and date (year in the Buddhist Era, พ.ศ.);
  • for the grantor and the attorney: name, Thai ID number, age, ethnicity, nationality, parents' first names, address and phone;
  • buildings included in the purchase (house, building or shophouse, floors, number, house number), the seller's name and the price in figures and in words;
  • handwritten signatures of the grantor and two witnesses.

Documents usually attached

  • copies of the identity documents and house registration of the grantor and the attorney;
  • documents of the plot and of the transaction requested by the Land Office.

The form itself does not list attachments, fees or taxes — check them with the Land Office handling the plot.

Frequently asked questions

What is the T.D. 21 power of attorney for buying land?

It is the Department of Lands form that lets an attorney buy a specific titled land plot on the buyer's behalf and complete the registration at the Land Office.

Which land does it cover?

Land with a title deed (โฉนดที่ดิน) identified at the top of the form. The Department of Lands has separate forms for other land documents and for condominium units.

In which language is it filled in?

In Thai. Names, addresses and the price in words are written in Thai script; numbers in Arabic digits; the year in the Buddhist Era.

What if the attorney is the seller?

The remark on the form says that the sentence “และยินยอมให้ผู้รับมอบอำนาจเข้าทำการแทนในนามตนเองและ/หรือเป็นตัวแทนของอีกฝ่ายหนึ่งด้วย” must then be added. FoxDocs puts it into the additional powers lines.

Who signs the form?

The grantor signs (or leaves a left-thumb print) in front of two witnesses, who also sign.

Can a foreigner use this form to buy land?

Thai law generally restricts land ownership by foreigners. Check with the Land Office whether the purchase is allowed before signing.

What does it cost and how long does it take?

The form does not say. Registration fees and taxes are set by the Land Office — check with the office.
