What this document is
หนังสือมอบอำนาจ (ท.ด. 21) is the standard power of attorney form of Thailand’s Department of Lands (กรมที่ดิน). This version has the subject “ขอหนังสือรับรองราคาประเมิน” printed on it — a request for a certificate of the appraised value of a plot. With it the landowner (principal) authorises another person (agent) to obtain this certificate from the Land Office.
The printed text covers two purposes. The first is to show the certificate to a court or police station when the land is offered as security for the bail (ประกันตัว) of a named person in a specific case. The second is to show it to a bank or other financial institution for a loan application. The alternative that does not apply is crossed out; in the FoxDocs PDF this is done automatically according to your choice. The form is filled in in Thai and identifies the land as shown on the title deed (โฉนด).
Who takes part
- the principal — the landowner named on the title deed (ผู้มอบอำนาจ);
- the agent — the person who goes to the Land Office (ผู้รับมอบอำนาจ);
- two witnesses who certify the principal’s signature or fingerprint.
The person to be bailed and the bank do not sign this power of attorney — they are only named in its text.
What the form asks for
- place and date (year in the Buddhist Era, พ.ศ.);
- land details from the โฉนด title deed: map sheet (ระวาง), land number, survey page, deed number, sub-district, district, province;
- name, Thai ID number, age, race, nationality, parents’ names, address and phone of the principal and of the agent;
- the purpose: a court or police station (with the title and name of the person to be bailed and the charge) or a bank or other financial institution;
- additional powers, if any (optional);
- signatures of the principal and two witnesses — by hand.
Documents usually attached
- the title deed (โฉนดที่ดิน) or a copy of it, as the office requires;
- copies of the principal’s ID card and house registration, signed by the principal;
- the agent’s ID card or passport;
- for bail — case documents, if requested.
The exact list, the fee and the processing time are not stated on the form — check with the Land Office (สำนักงานที่ดิน) where the land is registered.
