What TM.3 is

TM.3 (Thai: ตม.3, “บัญชีคนโดยสาร”) is the Thai Immigration Bureau form “Passenger List”: the list of passengers on a vessel, aircraft or other conveyance arriving in or departing from Thailand through an immigration checkpoint.

The form is bilingual (Thai and English) and has one page. The header shows the direction (ARRIVAL or DEPARTURE), the name of the conveyance, its owner, the route, the province of the checkpoint and the date. The table lists for each passenger: family name, first name, middle name, age, nationality, passport number, place and date of issue, and remarks. At the bottom the master of the conveyance and the owner or agent sign; the boxes for the immigration officer and immigration health officer are completed by those officers.

Who submits it and when

The list is prepared and signed by the master of the conveyance and by the owner or the owner's agent. It is handed to the immigration officer at the checkpoint on arrival or departure, together with the other documents of the conveyance.

  • Crew members are not entered on TM.3 — they go on the separate TM.4 Crew List.
  • Details of the conveyance itself are given on TM.2 (Information of Conveyance).
  • Deadlines, the number of copies and electronic submission depend on the checkpoint — check with it in advance.

To the immigration checkpoint (seaport, airport or land border) through which the conveyance arrives or departs. Current checkpoint contacts are on the Immigration Bureau website immigration.go.th.

What is usually needed

  • the completed and signed TM.3 (as many copies as the checkpoint asks for);
  • the passports of all passengers for inspection;
  • TM.2 (information of conveyance) and TM.4 (crew list) if the checkpoint requires them;
  • the ship's or flight papers of the conveyance.

Requirements can differ between checkpoints — check before you submit.
