What this document is

Form NJ.2 (Application Form for bringing foreign worker to work with employer in the Kingdom of Thailand) is the employer's request to the Thai Department of Employment (Ministry of Labour) to bring workers of a given nationality to Thailand under the government-to-government memorandum of understanding (MOU). This version is for Cambodian nationals.

The official file is a 10-page package: NJ.2 itself (Thai and English columns), a power of attorney to the Cambodian recruitment company, a model employment contract in Thai, English and Khmer, a Thai power of attorney for filing, form WP.46 Employment Certification and a work permit application for an individual worker.

Who files it and where

  • the employer in Thailand — a company or an individual — signs the application; a licensed Thai recruitment agency or an attorney may file it under a power of attorney;
  • the workers are recruited in Cambodia through a licensed Cambodian recruitment company named in the power of attorney;
  • it is filed with the Department of Employment: the provincial employment office for the place of work, or an area office in Bangkok. Check the exact office, fees and processing time with the office.

What the form asks for

  • employer: name, type of business, address, telephone and fax;
  • the Cambodian recruitment company: name, address, licence number and the date of the power of attorney;
  • number of workers by category (labourer, domestic worker, mechanic on a fishing vessel, other) and by sex; age, height and weight requirements;
  • place of work, period of employment, wage, working hours, weekly holiday, annual leave and Thai official holidays;
  • immigration checkpoint of entry and the province of the post-arrival training centre;
  • in WP.46 — the employer's registration and financial details and the reason for not employing Thai nationals.

Which language to use

Frequently asked questions

What is form NJ.2 for?

It is the employer's application to the Thai Department of Employment to bring workers from Cambodia to work in Thailand under the MOU between the two governments.

Who signs and files the application?

The employer signs it. It can be filed by the employer or by an attorney, such as a licensed Thai recruitment agency, under the Thai power of attorney included in the package.

Why is there a power of attorney to a Cambodian company?

Workers under the MOU are recruited in Cambodia by a licensed Cambodian recruitment company. The power of attorney authorises it to recruit and arrange the workers' travel for the employer.

No. The contract on pages 3–7 is signed with each worker and is completed once the names are known. It stays blank in this PDF.

Can I fill in the form in English?
